§ 10-23. Sales to minors, known substance abusers, habitual drunkards and mental incompetents.
No licensee or officer, associate, member, representative, agent or employee of such licensee shall sell, give or deliver alcoholic liquor to any person who is under the age of 21 years, or to any person known by him to be a known substance abuser, an habitual drunkard, insane, mentally ill, mentally deficient or in need of mental treatment. It shall be unlawful for any person under the age of 21 years to purchase or obtain alcoholic liquor or to misrepresent his age for the purpose of purchasing or obtaining alcoholic liquor in any place in the village where alcoholic liquor is sold. In every place in the village where alcoholic liquor is sold, there shall be displayed at all times in a prominent place a printed card which shall be supplied by the Village Clerk and which shall read substantially as follows:
"Warning to Minors: You are subject to a fine up to $750.00 under the ordinances of the village, if you purchase beer, wine or alcoholic liquor or misrepresent your age for the purpose of purchasing or obtaining beer, wine or alcoholic liquor."
