§ 14-363. Taxicab stand use; prohibited conduct.
(a)
Taxicab stands shall be used by the different drivers on a first come, first served basis. The driver shall pull onto the taxicab stand from the rear and shall advance forward as the taxicabs ahead pull off. Drivers shall stay within the immediate vicinity of their taxicabs except when absent while actually engaged in the operation of their taxicab business.
(b)
Drivers shall not engage in any of the following conduct while at the taxicab stand or in the immediate vicinity of the taxicab stand, whether on public or private property:
(1)
Solicitation of passengers.
(2)
Dumping or disposal of garbage on public rights-of-way, on public property or on private property without the express permission of the property owner.
(3)
Maintenance or service of motor vehicles.
(4)
Dumping or spillage of motor oil, gasoline, radiator coolant/antifreeze, or other motor vehicle fluids on public or private property, down storm drains or into sewers.
(5)
Defecation or urination out-of-doors, or in or about public parking lots, or on public or private property, except in an indoor restroom that the driver has permission from the property owner to use.
(6)
Indecent conduct or exposure, as prohibited by chapter 12.
(7)
Loud or boisterous talk, playing of loud music or otherwise creating unnecessary noise sufficient to disturb the peace.
(8)
Parking or standing a taxicab outside the designated area of the open stand.
(9)
Parking or standing a taxicab so as to exceed the number of taxicabs permitted to occupy the open stand.
(c)
Only taxicabs shall be allowed to occupy the space upon the streets that have been established as taxicab stands. Private or other vehicles for hire that are not taxicabs shall not at any time occupy the space upon the streets that have been established as taxicab stands.
(d)
Violation of the provisions governing use of taxicab stands as set forth in this section shall constitute a separate offense subject to prosecution punishable by a minimum fine of $100.00 to a maximum fine of $750.00.
(e)
Nothing in this section shall be construed as preventing a passenger from boarding the cab of the passenger's choice that is parked at taxicab stands.
