§ 16-148. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Coal tar means a byproduct of the process used to refine coal. Coal tar contains high levels of polycyclic aromatic hydrocarbons (PAHs).
Coal tar pavement product means a material that contains coal tar and is for use on an asphalt or concrete surface, including a driveway or parking area.
Polycyclic aromatic hydrocarbons (PAHs) means a group of organic chemicals that are present in coal tar and are an environmental concern because they are toxic to aquatic life.
Sealcoat means a black liquid that is sprayed or painted on asphalt pavement in an effort to protect and beautify the asphalt. Most sealcoat products are coal-tar or asphalt based.
