§ 22-23. Location of containers.

  • (a)

    It is the duty of every owner, or his agent, or the occupant of any premises or building on property abutting a public alley, to provide a concentrated storage area at the alley for refuse containers, and to store all such containers in that area only for collection by the village.

    (b)

    It is the duty of every owner, or his agent, or the occupant of any premises or building not on property abutting a public alley, to provide a concentrated storage area for refuse containers on his property. This storage area shall be inconspicuous from the street. No refuse of any kind or refuse containers shall be placed in any required front yard or a required side yard adjoining a street as defined by the zoning ordinance or anywhere between the actual setback of the principal building and street, except when placed in such location for collection. For such premises, refuse containers, recycling containers, and bulk items not included in refuse containers may be placed at the curb, but not earlier than 4:00 p.m. the day before collection, and said containers shall be removed from the curb no later than 6:00 p.m. on the day following collection.

    (c)

    It is the responsibility of the owner or his agent or the occupant of any premises or building to store all refuse inside approved containers or inside a building prior to placement at curb or alley for collection and to maintain a clear and free access to the storage area for the refuse containers. Such access shall be free and clear of any building obstruction, bushes, or excessive snow.
