Any building used as a massage establishment in violation of this article, or in violation
of any of the provisions of the Illinois Massage Licensing Act (ILCS ch. 225, act
57, § 1 et seq.), now or hereafter amended, with the intentional, knowing, reckless
or negligent permission of the owner thereof, or the agent of the owner managing the
building, together with all fixtures and other property used in violation of this
chapter, are hereby declared to be a public nuisance.
