§ 24-216. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Alarm administrator means a person or persons designated by the governing authority to administer, control and review applications, permits and alarm dispatch request.

    Alarm business means the business by any person, firm, partnership, corporation, association, organization, company, or other entity of selling, leasing, maintaining, servicing, repairing, altering, replacing, moving, monitoring, or installing any alarm system or causing to be sold, leased, maintained, serviced, repaired, altered, replaced, moved, monitored, or installed in or on any building, structure or facility.

    Alarm dispatch request means a notification to the police by the alarm business that an alarm system, either manual or automatic, has been activated at a particular alarm site.

    Alarm panel means a device controlling an alarm system, including, but not limited to, arming, disarming and monitoring an alarm system.

    Alarm service contractor means that person or organization supplying alarm services to the village under the terms of a contract awarded by the village.

    Alarm site means a single premise or location served by an alarm systems. Each tenancy if served by a separate alarm system in a multi-tenant building or complex shall be considered a separate alarm site.

    Alarm system means any device, mechanical or electrical, intended to alert the village or any person to the unauthorized entry of another person onto the premises or to the occurrence of a robbery on the premises where the device is installed. Hold-up or similar alarms are included in this definition.

    Alarm user means any person, firm, partnership, corporation, association, organization, company, or other entity in control of an alarm site where an alarm system is located, but does not include the village.

    Alarm User Permit means a permit issued by the village that allows an alarm user to use, own or lease an alarm system or to be in control of an alarm site wherein an alarm system is operated or maintained.

    Alarm zone means a component of an alarm system which monitors and controls a specific area of the alarm site or specific operation of the alarm system.

    Armed period means the time period from which the alarm systems is armed to the time the alarm systems is disarmed.

    Automatic Dialer Alarm means any mechanical or electronic device connected to an alarm system which automatically causes a telephone call to be made when the alarm user's alarm system is activated.

    Communications swinger suppression means a programmable feature of an alarm system's alarm panel that prevents continuous alarm signals from being received at the alarm business, which monitors the alarm system.

    Conversion means the transaction or process by which one alarm business begins monitoring of an alarm system previously monitored by another alarm business.

    Duress Alarm means a silent alarm signal generated by the manual activation of a device intended to signal a crisis situation requiring police response.

    Direct connection alarms means an alarm system connected directly to a receiving point at the Village Police Department.

    False Alarm means the activation of an alarm system through mechanical failure, malfunction, improper installation, or the improper operation or negligence of the owner or lessee of an alarm system or of his employees or agents. The term "false alarm" includes activation of any alarm system due to an act of nature, such as thunder, snow, ice, and electrical storms. It does not include activation of any alarm system due to any cataclysmic condition resulting in village-wide loss of utility services.

    Holdup Alarm means a silent alarm signal generated by the manual activation of a device, including, but not limited to, a button or money clip, which is intended to signal a robbery in progress.

    Keypad means a device on the alarm panel that allows control of an alarm system by the manual entering of a coded sequence of number or letters.

    Monitoring means the process by which an alarm business receives signals from alarm systems and relays an alarm dispatch request to the village for the purpose of summoning police response to the alarm site.

    Non-resident alarm means an alarm system installed at an alarm site not located within the corporate limits of the village.

    One Plus Duress Alarm means the manual activation of a silent alarm signal by entering at a keypad a code that adds one to the last digit of the normal arm/disarm code (e.g., Normal code = 1234, One Plus Duress Code = 1235).

    Person means any individual, corporation or other entity, but does not include the village.

    Takeover means the transaction or process by which an alarm user takes over control of an existing alarm system that was previously controlled by another alarm user.

    Time out means a programmable feature of an alarm system's alarm panel that disables or silences an alarm system's audible signal.

    Verify means an attempt by the alarm business, or its representative, to contact the alarm site by telephonic or other electronic means, whether or not actual contact with a Person is made, before requesting police response.

    Village means the Village of Wilmette or an authorized representative.

    Village Manager means the Village Manager of the Village of Wilmette or an authorized representative.
