Article XI. SOLICITORS |
§ 24-354. Other regulations and standards of conduct.
(a)
It is hereby declared unlawful and shall constitute an offense for any solicitor, whether registered under this article or not, to go in or upon any residential or nonresidential premises for the purpose of soliciting at any time before 9:00 a.m. or after 9:00 p.m. on any day. Solicitations are further prohibited at any time on a Sunday or on a state or national holiday.
(b)
Each solicitor registered hereunder shall at all times while soliciting in the village wear the Solicitor's Permit on the solicitor's outer clothing, in such a way that the permit may be easily seen and read while in the course of solicitation or distribution activities.
(c)
It shall be unlawful for any person to conduct solicitation on any sidewalk or other public property, way, or place in a manner that completely or substantially impedes the flow of pedestrian or vehicular traffic in, on, or around such sidewalk or public property, way or place. No person conducting solicitation shall have the exclusive right to any sidewalk or other public property, way or place, nor to establish a permanent stationary location for such solicitation.
(d)
No person shall stand in or on a public street for the purpose of soliciting contributions from the occupant of a motor vehicle.
(e)
Solicitors shall conduct themselves at all times in an orderly and lawful manner and shall not make, or cause to be made, any loud or obnoxious noise of such volume sufficient to disturb the peace of the residents of the village.
(f)
It shall be unlawful for any solicitor to cheat, deceive, or misrepresent any product, service, or organization, whether through himself or through an agent or employee, while acting as a solicitor in the village, or to sell or barter any goods, merchandise or wares other than those specified in his permit application.
