§ 26-241. Sewer Permits.
(a)
No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Village Engineer.
(b)
There shall be two classes of sewer permits:
(1)
For residential, institutional, governmental, and commercial services; and
(2)
For services to establishments producing industrial wastes.
(c)
In either case, the owner or agent shall make application to the village. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the village. Any industrial user as a condition of permit authorization, must provide information describing its wastewater constituents, characteristics, and type of activity.
(d)
Sewer permits for storm, sanitary and combined sewer connections shall be allowed only if it can be demonstrated that the downstream sewer facilities, including sewers, pump stations and wastewater treatment facilities have sufficient reserve capacity to adequately and efficiently handle the additional anticipated waste load.
(e)
All new storm sewer permits carrying groundwater or rainwater shall utilize best management practices to manage stormwater runoff. No new sump pump, downspout, yard drain, courtyard drain or other stormwater source will be allowed connection to the storm sewer system or combined sewer system unless it can be demonstrated that best management practices cannot feasibly be implemented. In such limited cases, a permit may be issued by the Village Engineer if a restrictor and adequate detention are provided by the applicant.
(f)
The costs and expense incident to the maintenance, installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the village from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
(g)
The Village Engineer may waive any of the above requirements, as deemed necessary by the Village Engineer, for the issuance of a permit for the maintenance or repair of an existing connection.
