In the event of a leak in, or damage to, the service pipe between the public water
main and the first shut-off valve, the Director of Engineering and Public Works shall,
in the Village Engineer's sole discretion, determine whether the pipe in question
shall be repaired or replaced. The cost of the repair or replacement shall be borne
by the village, except in the event of leaks or damage caused by the act of some individual
or entity other than a village employee, in which case that individual or entity shall
be liable for the cost of said repair or replacement.
