This article, and all subsections thereof, is enacted pursuant to the home rule authority
of the village granted under article VII of the 1970 Constitution of the State, and
additionally, pursuant to the powers granted in ILCS ch. 50, act 750, § 0.01 et seq.,
and pursuant to approval of same by referendum on November 5, 2002 authorized by Ordinance
No. 2002-O-57.
