§ 2-285. Signatures on warrants.
All warrants drawn upon the village treasury shall be signed by the Village Manager and countersigned by the President, state the particular fund or appropriation to which the same is chargeable and the person to whom payable; however, no more than two of three such signatures shall be facsimile signatures. No money shall be otherwise paid than upon warrants so drawn, except that, after a warrant is drawn for the semi-monthly payroll, such warrant may be deposited in a payroll account and checks may be drawn against the payroll account for the salary due each employee and officer and may be signed by either the President, Village Treasurer or Village Manager, only one signature being required. In the absence of the Village Manager, the Village Manager may appoint an Acting Village Manager, who shall have authority during the period of absence of the Village Manager to sign warrants in the manner provided in this section.
