Article XLI. EMERGENCY MANAGEMENT; MUNICIPAL EMERGENCY MANAGEMENT AGENCY |
§ 2-1158. Functions.
(a)
The EMA Coordinator shall be chair of the EMA. The EMA shall meet at the call of the EMA Coordinator, and shall advise the EMA Coordinator on all matters pertaining to emergency services. The EMA shall, from time to time, recommend such action by the Village President and Board of Trustees as it may deem necessary and advisable in order to carry out the purposes of this article and of the Illinois Emergency Management Agency Act.
(b)
The EMA shall perform such emergency relief functions within the corporate limits of the village as shall be prescribed in and by the State EMA plan and program prepared by the Governor, and such orders, rules and regulations as may be promulgated by the Governor. In addition, the EMA shall perform such duties outside the corporate limits as may be required pursuant to any mutual aid agreement with any other political subdivision, municipality or quasi-municipality, as provided by the Illinois Emergency Management Agency Act.
(c)
A comprehensive village Emergency Management Plan shall be adopted and maintained by resolution of the Board of Trustees upon the recommendations of the Village Manager. This plan shall be submitted for approval to the Illinois Emergency Management Agency (IEMA). In the preparation of this plan as it pertains to village organization, it is the intent that the services, equipment, facilities and personnel of all existing departments and agencies shall be utilized to the fullest extent. When approved, it shall be the duty of all municipal departments to perform the functions assigned by the plan and to maintain their portion of the plan in a current state of readiness at all times. The basic plan shall be considered supplementary to this ordinance and have the effect of law whenever a disaster has been proclaimed.
