§ 2-1165. Purchases and expenditures.

  • (a)

    The Village President and Board of Trustees may, on recommendation of the EMA Coordinator, authorize any purchase or contract necessary to place the village in a position to combat effectively any disaster, and to protect the public health and safety, protect property, and provide emergency assistance to victims in the case of such disaster.

    (b)

    In the event of a disaster, the EMA Coordinator is authorized, on behalf of the village, to procure such services, supplies, equipment or material as may be necessary for emergency purposes, in view of the exigency, without regard to the procedures or formalities normally prescribed by law pertaining to municipal public works contracts or obligations, as authorized by the Illinois Emergency Management Agency Act, until the Village President and Board of Trustees are able to act effectively, whereupon the EMA Coordinator shall then act in accordance with their directions, pursuant to law.
