§ 6-131. Contracts requiring bids.

(a)

Whenever bids or proposals are required, the Village Manager shall advertise such bid or proposal as required by this section. The Village Manager shall have the discretion to advertise such bid or proposal in following manner:

(1)

In a publication of general circulation; or

(2)

Posting on the village's website; or

(3)

Any other manner deemed necessary by the Village Manager.

(b)

Plans and specifications of the services to be rendered or the supplies or equipment to be furnished shall first be placed on file in the office of the Village Manager before any such advertisement shall be made, which plans and specifications shall at all times be open for public inspection. The advertisement, unless otherwise required by law, shall be advertised not less than seven days before the day fixed for receiving bids or responses.
