  • (a)

The Solid Waste Collection Fee shall be considered a debt due and owing to the village at the time the service is provided by the village, and shall be collected by the Finance Director in the same manner as other debts due and owing to the village.

    (b)

Persons or entities who are consumers of water billed by the village as provided in chapter 26, and who are also obligated to pay the Solid Waste Collection Fee, shall receive and be obligated to pay a consolidated bill covering water service, sewer charges if applicable, and the Solid Waste Collection Fee. Persons receiving consolidated bills pursuant to this section shall be obligated to pay the Solid Waste Collection Fee at the same time, under the same terms and subject to the same conditions and remedies as provided in article VII of chapter 26 for the collection of water bills.

    (c)

Persons who receive consolidated bills for water service and the Solid Waste Collection Fee as provided in subsection (b) of this section, and who fail to pay the Solid Waste Collection Fee, shall be subject to the same penalties, charges, and village remedies as provided in article VII of chapter 26 for non-payment of water bills, including, but not limited to, penalties, interest, joint liability, disconnection of water service and reconnection charges, all as provided in section 26-183, liens for unpaid bills as provided in section 26-184, and foreclosure of lien as provided in section 26-185.
