The provisions of this article, and subsections thereof, shall be liberally construed
and administered to supplement all of the village's tax ordinances, and shall apply
to the village's procedures in connection with all of the village's locally imposed
and administered taxes. In the event of any conflict between the provisions of this
article and the collection, administration, audit and appeal provisions of any other
chapter or section of this Code, the provisions of this article shall control.
