Article XI. SITE DEVELOPMENT AND MAINTENANCE REQUIREMENTS |
§ 8-410. Site development plan.
(a)
Applicability. Except as provided herein, every applicant seeking a permit for any land-disturbing activity with excavation in excess of 100 square feet, or to a depth of three feet, shall submit a Site Development Plan drawn to scale setting forth those items stated in subsection (b) of this section. No Site Development Plan shall be required for permits governing utility repairs, fences, patios, sidewalks, driveway, or landscaping.
(b)
Contents of Site Development Plan. Each Site Development Plan shall be acknowledged and signed by the contractor and shall identify and include the following:
(1)
The location of the six foot chain link fence around the perimeter of site, disturbed areas, excavation, and stockpiles;
(2)
Tree protection measures for all parkway trees, and any applicable measures for trees located on private property;
(3)
The location of demolition or construction sign;
(4)
Source and location of construction electricity and water, including water meter, as well as the location of any generator and/or compressor equipment;
(5)
The location of portable toilets, if required;
(6)
The location of school walking route, if applicable;
(7)
Routes of access for ingress and egress to the construction site, which will provide protection to pedestrians and minimize disruption of traffic and damage to the public rights-of-way. If the right-of-way is to be obstructed, then an alternate pedestrian traffic plan must also be identified; and
(8)
The proposed location for storage of materials and spoils on the subject property.
(c)
Submission of additional data. The Director of Community Development shall review all documentation submitted pursuant to this section and, if deemed necessary, has the authority to request additional data, clarification, or correction of data already submitted.
(d)
Commencement of construction. Prior to the commencement of any other construction activity, the construction site shall be prepared and readied with all applicable requirements stated in subsection (b) of this section.
(e)
Plan modifications. Construction work shall be conducted in accordance with the approved Site Development Plan. Any changes or modifications by the contractor shall be done only with the prior approval of the Director of Community Development. The Director of Community Development shall have the authority to require additional or alternate site development requirements based upon ongoing site conditions.
