§ 26-183. Water bills.
(a)
All water bills to consumers within the village and non-wholesale consumers outside the village shall be due and payable quarterly on the fifteenth day after the billing date. For detached dwellings, a penalty of $1.00 per day shall attach to any unpaid water bills 30 days after the date of issuance. For multi-unit structures, wherein each unit that is part of the multi-unit structure does not receive individual water service metered separately for that unit, the penalty shall be the total of $1.00 per day multiplied by the number of all units in that multi-unit structure. If not paid within 60 days of the issuance of such bills, the water service shall be turned off and will not be turned on again until full payment is made to the village including a charge for restoring water service. The reconnection charge shall be $75.00 on regular business days between 7:00 a.m. and 3:30 p.m. and $100.00 for all other times.
(b)
When the village has disconnected and subsequently reconnected service due to delinquency in the payment of water bills, the Director of Finance may require the customer to post a deposit not to exceed the total of the amount of the bills issued to the customer over the two quarters immediately preceding the date of disconnection, as a condition of reconnection. The deposit required by this section shall be returned to the customer upon the discontinuance of service and the payment for all water previously furnished.
(c)
All bills to wholesale consumers as defined in section 26-182 shall be payable in the manner established by contract with such consumers.
(d)
The owner of the premises, the occupant thereof and the user of the service shall be jointly and severally liable to pay for the service to such premises. The service will be furnished to the premises by the village only upon the condition that the owner of the premises, occupant and user of the services are jointly and severally liable therefor to the village.
(e)
When an owner or tenant intends to vacate the premises and does not desire to assume further responsibility for the Water Service Charge, notification shall be made to the Finance Director whereupon a final reading from the inside meter will be taken and final bill prepared.
