§ 6-129. Contracts authorized by the Village Manager.
(a)
The Village Manager may authorize the purchase of supplies, services or equipment of any kind where the same exceed in amount the sum of $1,000.00, but not more than $25,000.00; provided there are at least three written informal bids for furnishing the same without the necessity of public advertising. In the absence of special circumstances, the order, purchase or contract shall be given to the lowest reliable and responsible bidder. The Village Manager is authorized to order or purchase supplies, services or equipment without obtaining three informal bids when utilizing contracts awarded by the state or federal government or by any association of governmental agencies. If the Village Manager is unable to obtain three informal bids because the item is a "single-source item," the Village Manager may authorize procurement of supplies, services or equipment without the necessity of three informal bids for items under $25,000.00 when the Village Manager deems it in the best interest of the village to do so.
(b)
The Village Manger may authorize the purchase of motor fuels required for the village operations in an amount not to exceed $42,000.00, provided that the purchase is made:
(1)
Pursuant to an intergovernmental purchasing contract or similar intergovernmental cooperative purchasing program that has been previously approved by the Board of Trustees; or
(2)
After obtaining at least three price quotations, and is made from the motor fuel seller who provided the lowest reliable and responsible price quotation.
